Mark Archambault

Mark is a commercial casualty insurance professional with extensive experience in underwriting large complex accounts, product management, process improvement, and difficult coverage issues. He holds a BA from the University of Vermont (ask him for his best cheese recommendations!) and an MBA from Northeastern University, and he’s passionate about customer service and sharing his knowledge with others.
Sandra “Sam” Elam

Sam brings the full force of her energy and expertise to Cardinal Captive Solutions: She has three decades of experience in claims and litigation management with a comprehensive understanding of policies, contracts, coverage, jurisdictional concerns, and reserving and settlement strategies. Sam specializes in auto, general liability, and workers’ compensation and in analyzing and identifying trends in risk and claims.
Corey Rimmer

In this role, Corey is responsible for leading the direction, management and oversight of the Safety & Risk Management function within all construction programs under management. He ensures effective implementation of strategic and operational objectives and policies, in accordance with the captive’s strategic plans.
Corey has bee in the insurance industry for over 30 years. He holds a bachelor’s degree in Risk Management and Insurance from Temple University. He also holds an Associate in Risk Management, Construction Risk Insurance Specialist and Recognized Risk Engineer designations.

Jason Wadland

Jason’s distinctive background in claims, underwriting, and construction management has equipped him with expertise to identify safety-driven construction risks and build smart insurance programs solutions. He holds a degree in business administration, with concentrations in management and management information systems, from the University of Massachusetts Lowell and has nearly 20 years’ experience. Detailed-oriented and customer-focused, Jason is Cardinal's Underwriting Consultant for our Centurion and NUCA Assurance captive programs. Jason spends his time outside of work with his family—wife, Katie, and daughters, Kyla and Aubrey, and a “very old pup” named Snoop. Fun fact: He started taking drum lessons during the pandemic and recently joined a local dad-band.
Christina McKinnon

Christina manages renewals for CIRCA Limited and oversees new business growth for Centurion and NUCA Assurance. Prior to joining Cardinal in 2019, she worked at AON as a broker for large, national accounts and managed some of the most complex insureds with a variety of program structures. Christina quickly earned a reputation from underwriters and clients as a fast learner and passionate service provider—a reputation that still holds today. Christina earned her bachelor’s degree in Risk & Insurance Management from the University of Georgia. In her spare time, she enjoys walks with her hyperactive Boykin Spaniel, Navy; watching SEC football (Go Bulldogs!); and building her dream house in Georgia with her husband, Carter.
Known for her keen attention to detail, Natasha touches nearly every aspect of CIRCA’s work, including billing, audits, renewals, new business, rating, issuance, policy support, and endorsement processing—all while providing top-notch customer service to our clients. Before coming to CIRCA, she worked in policy support and then as an underwriting technician for a roofing captive with a carrier for five years. A mother to two boys, Natasha grew up in Guyana, loves being at home (and enjoying the occasional night out to go dancing), and values honesty and hard work.

Elizabeth–or “Lizzie” as her friends and colleagues call her–earned a degree in business administration from St. Gregory’s University in Oklahoma and began her career in insurance as a receptionist at a small brokerage firm before moving to a large retail agency, where she served as an account manager on a large construction book of business. After moving to Denver in 2015, she worked on the carrier side in an underwriting capacity before joining Cardinal in 2022. Lizzie is passionate about providing exemplary customer experiences, and she understands the challenges contractors face, so she’s dedicated to delivering ease of business. A first-generation American whose family immigrated from Belize, Lizzie loves to spend time with her husband and daughter and “bossy” West Highland Terrier, Sophie Mae.

Bert Dizon
As Cardinal Captive Strategies’ claims manager, Bert Dizon, CCP, ACP, manages claims and risk for multiple construction captives throughout the U.S. Bert was previously a client account manager at Gallagher Bassett under the Alternative Market/Captive, Construction and Transportation space for all lines of coverage including Worker Compensation, Commercial Auto/Trucking and General Liability. He has extensive knowledge in claims management and coverage investigation in multiple lines of insurance including construction/Construction Defect, personal lines auto (standard/non-standard), commercial auto and trucking, general liability, professional liability, franchise risk, cyber, and cannabis. Bert brings expertise in claims mediation, a high degree of empathy, and excellence in negotiation and strategy to all his work. In 2017, he was an inaugural recipient of the Rising Insurance Star Executive (RISE) Award, and in 2022, he was the CLM Claims Management Professional of the Year in 2022. In his free time, Bert loves to cook and sing (maybe even at the same time), and he enjoys movies, television, and golf.

Kate Harrison
Events Manager
Kate Harrison directs and organizes all the details of Cardinal’s many events, which are a mainstay of our client offerings. A Colorado native, Kate earned her bachelor’s degree at Texas Christian University and worked for Neiman Marcus in Texas and Harrods in London for many years before taking time off to raise her three children. (Her far-flung travels and eye for detail contribute to her success in event planning.) Today, she and her family live near Denver and love to visit new destinations whenever they can.

A journalist by trade and training, Hilary has worked for 20 years in both traditional media as a writer/editor and in marketing as a copywriter/strategic partner. She’s passionate about clarity in communication, thoughtful storytelling, and the Oxford comma. For Cardinal, she helps translate the intricacies of this innovative insurance solution into the information leaders need to decide whether captives are the right fit for their businesses. Outside of Cardinal, Hilary has written about such diverse topics as the premier importer of French escargot, luxury interior design, the value of liberal arts education, and motherhood. She’s an avid reader, a lover of live theater, a happy wife and mom, and a very average (but generally enthusiastic) skier.

With intimate knowledge of the inner workings of general and specialty contractors, Victor has many years’ experience managing risk and claims of all kinds on complex, multi-tiered projects, from casinos and auto plants to tunnels and bridges. He has also spent much of his career overseeing incident investigation, claims management and follow-up, and process/procedure evaluation and improvement.
